Minister
Honourable Zhemu Soda previously served as Minister of National Housing and Social Amenities (April 2024 to February 2026), Minister of Mines and Mining Development (September 2023 to April 2024), and Minister of Energy and Power Development (from August 2020), where he oversaw energy legislation and policy implementation. An Accountant by profession, he worked for the Cotton Company of Zimbabwe from 1997 to 2003 and later at Alliance Ginnery from 2004 to 2017, rising to the position of Regional Manager. He holds a Bachelor's Degree in Accounting, a Master's Degree in Administration, and a Doctorate in Business Administration. Honourable Soda is the Member of Parliament for Muzarabani North Constituency, elected in the 2018 and 2023 Harmonised Elections. He has been a member of ZANU PF since 1994 and currently serves as District Coordinating Committee Chairman for Muzarabani District.
Deputy Minister
Hon. Dr Omphile Marupi is the Member of Parliament for Gwanda South Constituency. He holds a PhD in English Philosophy and Comparative Literature from Fort Hare, an MSc in Strategic Communication from NUST, an MA in African Languages and Culture from MSU, a BA in Applied Language Studies from LSU, and Special Honours in Media and Communication Studies. Before his appointment, Hon. Dr Marupi served as the head of Zimbabwe Broadcasting Corporation's Montrose Studios.
Permanent Secretary
Mr Ndabaningi Nick Mangwana has qualifications in law, health studies, accounting, corporate governance, and media studies. He is a registered public accountant, a Chartered Secretary, and a member of the European Institute of Corporate Governance.
